I've crossed the ice lake about 30 times now, and the two dragons haven't spawned at all. Is there anyway to fix this bug?

Same happened to me, I think its related to not having dragons "triggered" aka not completing the quest in whiterun in which you are regonized as Dragonborn as you absorb the soul from the dragon.

You have to complete dragon rising before those dragons will spawn, it happened to me as well, but I didn't complete dragon rising so they never appeared. Once I did though, they immediately bursted out of the ice once I touched it.

Can I come back when I have finished dragon rising to fight these dragons? If not then I might aswell go do that before doing Dawnguard.

I did finish the quest Dragon Rising...... It was just a huge bug, and the dragons never spawned.
