Why you should disable cookies?
Cookies can slow your browser down.
By disabling cookies you will see fewer targeted ads. Without cookies, website owners, especially third-parties, won't be able to track your activity and count how many times you visit their sites or which sites or products you prefer.
When you use a browser, like Chrome, it saves some information from websites in its cache and cookies. Clearing them fixes certain problems, like loading or formatting issues on sites.
While most cookies are perfectly safe, some can be used to track you without your consent. Worse, legitimate cookies can sometimes be spied upon if a criminal gets access.
What happens if you don't accept cookies? – The potential problem with refusing to accept cookies is that some website owners may not allow you to use their websites if you don't accept their cookies. Another downside is that without acceptance, you may not receive the full user experience on certain websites.
If you are okay with cross-site tracking and displayed ads while browsing, you don't have to block third-party cookies. But, if you don't want third parties like ad networks to collect data about you or don't want to be shown ads, you can block third-party cookies on your browser settings.
Accepting cookies will give you the best user experience on the website, while declining cookies could potentially interfere with your use of the site. For example, online shopping. Cookies enable the site to keep track of all of the items that you've placed in your cart while you continue to browse.

If you're seeing the pop-up ads on every website you visit, or if your browser's homepage has been changed unexpectedly, it's possible your browser has been infected by a type of malware known as adware. Adware injects ads into web pages in such a way that they can't be blocked.
Pop-up ads have nothing to do with the phone itself. They are caused by third-party apps installed on your phone. Ads are a way for app developers to make money, and the more ads that are displayed, the more money the developer makes. This is why some of them are so persistent.
Why do ads keep popping up?
Adware. A type of malicious software, adware viciously keeps displaying ads to you. Once it gets into your phone system, it floods any ad-running website with a never-ending stream of pop-ups. Even worse, it can continue showing you ads even when you're not in a browser.
