What triggers dragons to spawn Skyrim?
Dragons can attack anywhere outdoors in Skyrim and random encounters are scripted to take place after a certain amount of in-game time has passed without a Dragon appearance. Thus, fast traveling to an outdoor location is a reliable way to trigger a random Dragon encounter.
If you fastravel a lot you "shrink" ingame time making it run faster, and you get more dragon spawns. If you start not fastravelling you will percieve a drastic decrease in dragon spawns as you are "living" more ingame time.
Once you kill the first dragon for the main quest, random dragons can start spawning. It's the second quest in the main questline, so it won't take you very long at all, and it won't reveal too much about where the main quest is going. Specifically, the quest you need to complete is called "Dragon Rising".
You have to complete dragon rising before those dragons will spawn, it happened to me as well, but I didn't complete dragon rising so they never appeared.

The Summon Durnehviir shout does nothing if only the first and second words are used, all three words must be unlocked and used. You should make sure that all three words in the shout have been unlocked using absorbed dragon souls, as these words are provided unlocked and must be purchased as usual.
