Who made the 10 minute homework rule?
The 10-minute rule evolved from a synthesis of many research studies about homework, originally conducted by Harris Cooper of Duke University in the 1980s. It is called a "rule" largely because many schools and districts include a version of it in their homework policies.

Horace Mann spearheaded the development of government-regulated, tax-funded public education in the United States. He saw the Volkschule system in action during a trip to Germany in 1843 and brought some of its concepts—including homework—back to America.
Homework is typically credited to Roberto Nevelis of Venice, Italy, who invented it in 1095—or 1905, depending on your sources.
It's now one year since China launched its “double reduction” reforms — a massive campaign to take the heat out of the country's educational rat race. In the early 1900s, Ladies' Home Journal took up a crusade against homework, enlisting doctors and parents who say it damages children's health. In 1901 California passed a law abolishing homework!
Homework helps teachers determine how well the lessons are being understood by their students. Homework teaches students how to problem solve. Homework gives student another opportunity to review class material. Homework gives parents a chance to see what is being learned in school.
Homework helps students develop good study habits and life skills. Being responsible for completing at-home assignments helps students practice organization, time management, following directions, critical thinking and independent problem-solving.
Over time, however, populations grew and societies formed. Rather than every family being individually responsible for education, people soon figured out that it would be easier and more efficient to have a small group of adults teach a larger group of children. In this way, the concept of the school was born.
