CSV files have no limit of rows you can add to them. Excel won't hold more that the 1 million lines of data if you import a CSV file having more lines. Excel will actually ask you whether you want to proceed when importing more than 1 million data rows.

If you try to open a large file (> 100 MB by default), a pop-up window will ask if you want to load it in read-only mode.

When working with programs like Excel or Google Sheets, there are also typically size limits on CSV files. You can only import or export up to 1,048,576 rows or 16,384 columns in Excel, and 5,000,000 cells (with a maximum of 256 columns per sheet) in Google Sheets.
