There is no option to "select all". Ctrl+A will not select all. You can give feedback to Google to request a way to select all photos in one go.
There are several ways to select multiple photos and videos though:
Select several consecutive images
The same actions can be used to select or deselect pictures. The number of selected pictures does appear in the left upper corner. Tap/click on the X to the left of the number to deselect all.
Hover the mouse over the date that appears above a set of photos.
Click on the check mark that appears to the left of the date.
Other range:
Hover over the first picture
Click the white circle with check mark at the top-left corner of the photo. The circle will turn blue with a white check mark.
Scroll down not too fast, for example using the mouse wheel, arrows or Page Down keys
Hold the Shift key and hover with the mouse over a thumbnail. When the thumbnails turn blue you can click. Now all pictures from the first to the last picture are selected. When you scroll too fast and the thumbs do not turn blue, you must scroll back, select one pic after the already selected ones, and continue. In order to go faster you can display more thumbs on a page by using Ctrl-. But note that some actions like downloading are limited to 500 selected photos.
Displayed in the top left corner (in the white bar) is the number of photos that is selected. Click X to deselect all.
On a mobile device
Photos taken on a specific day or month:
Toggle between day or month view by spreading/pinching fingers on the screen
Tap on the check mark that is always present to the right of the date or month.
Then keep the finger pressed and sweep down till the last one you want to select.
Select several pictures that are not consecutive
On a computer
Hover over the first picture
Click the white circle with check mark at the top-left corner of the photo. The circle will turn blue with a white check mark
Click anywhere on another image to select it. Click again anywhere on a selected image to deselect
On a mobile device
Press the first picture till it is selected
Tap the other photos you want to select
Select pictures that were recently uploaded or added
On a computer
Click on "Explore" in the left menu
Scroll down till you see "Your activity" > "Recently added" and click on it. That brings you to https://photos.google.com/search/_tra_ Photos will now be sorted by the date the photos were added to Google Photos

On mobile devices
Tap on "Search" at the bottom of the screen

In an ordinary photo album, or in the "all photos" display, you can select a range of images by clicking on the first one you want (clicking the "checkbox" in upper left corner of the thumbnail), and then "shift-clicking" on an image further away, and all the images in-between will be selected as well.

Right-click the picture using your mouse or trackpad.
If you're copying an image file, left-click it using your mouse or trackpad to select it first. If you want to copy more than 1 image file, select multiple files by holding down Ctrl and clicking on those you want to select.
Thank you for posting, and welcome to the Google Photos Community Support Forum. There is no "Select All" option. Nevertheless, users can select multiple pics through the combination of shift + mouse key on a Windows desktop.
Step 1: Sign in Google Drive website with your Google Account. Step 2: Right-click the target photo. If you want to delete lots of photos at a time, you can hold on “Shift” on your keyboard and click all the photos before right-clicking. Step 3: Click “Remove” in the pop-up menu.
Select a group of adjacent photos: Click the first photo, then press the Shift key while you click the last photo. You can also press the Shift key while you press the arrow keys, or drag a selection rectangle around the photos.
You will need to use Google Takeout to download that many photos. Go to https://takeout.google.com/ and log in to your account that you use for Google Photos backup. Under the first option to select the data, choose Google Photos, and follow the instructions and prompts.
Steps to select all Google photos on an Android Device:
Go to Google Photos. Tap hold the picture you want to select. Scroll down to the end to select other photos without lifting your finger. The number of selected photos will show up at the top-left of your screen.
If you're viewing photos on the web, hover your mouse on the extreme right side of the page to reveal the timeline scrollbar, then drag it vertically to navigate pictures uploaded in different months. That's the primary way to search for images by date on Google Photos.
